Project Manager
Location: Olympia, WA
Duration: 12 Months
Mandatory Experience and Qualifications (MR)
· Eight (8) years' experience working within an Information Technology (IT) environment.
· Five (5) years of Information Technology Project Management experience.
· Successful experience with previous project of similar size and complexity.
· Five (5) experience writing successful requests for proposals, such as RFP, RFI, RFQQ, etc.
· Knowledge of the principles, practices, and disciplines of systems analysis and system application development to include planning, analysis, design, development, testing, training, and implementation.
· Well developed, high quality written and verbal communication skills.
· Experience developing project schedules including defining work breakdown structures, estimating resources, task scheduling and maintaining schedules throughout an entire project lifecycle. RFQQ 12-128 Subsidy System Page 8 of 13
· Experience defining, developing, implementing, and monitoring critical project processes such as change management, communications management, risk management issue management, stakeholder management and resource management.
· Proven ability to define, communicate and maintain an effective project organization and governance structure throughout the entire project lifecycle.
· Proficient in the use of MS Project, Microsoft Office Suite, Outlook, Excel, PowerPoint and Visio.
Highly Desired Experience and Qualifications (SR)
· Fluent in project Management principles and best practices.
· Project Management Professional (PMP) or similar certification.
· Problem solving and conflict resolution.
· Decision making.
· Fluent in system/application development principles and best practices.
· Fluent in IT contract management and procurement policies and procedures.
· Working experience with Washington State government IT policies and procedures.
· Ability to plan, direct, control and implement successful DEL Information Technology projects on schedule, within budget and scope.
· Skills to analyze data and situations, make decisions, proactively solve problems, organize and consult to resolve challenges.
· Coordinate, schedule, negotiate for and prioritize the use of shared project resources within multiple Information Technology projects executing concurrently.
