 ProjectManager must have a valid Project Management Professional (PMP) certificationthrough the Project Management Institute (PMI), www.pmi.org.OFFEROR must supply a copy of thecandidate's active PMI certificate if they are awarded the contract. Failure tosupply the current active certificate will result in disqualification.

 

a)    Role Description.  This role isresponsible for:

·                  Overallplanning, organizing, monitoring and controlling of assigned projects

·                 Usingproject management procedures and processes authorized by the Agency,developing and managing the project plan for the creation of mainframe,client/server and/or Internet based computer systems including facilitating theestablishment of estimates, timelines, milestones, risk assessments andcontingency plans;

·                 Preparingand distributing project status reports and other communications;

·                 Assuringthat  project activities and deliverables are within project scope

·                 Managingresources leading to successful project implementation

·                 Establishingand maintaining professional relationships with pertinent process / systemowners and other stakeholders in order to promote an effective partnershipbetween the technical and business components of the Agency;

·                 Working independently, with direction from BIP management to effectively implementassigned initiatives

(b)  Typical examples of work include:

·                 Ensuresthat the project scope is well defined, verified and controlled;

·                 Ensuresthat project activities and deliverables are within the project scope;

·                 Identifies,communicates and confirms understanding of project expectations;

·                 Identifiesroles and skills needed for project activities;

·                 Assignsproject team member roles and responsibilities from the project resource pool;

·                 Identifiesand recommends training of team members as required for successfulimplementation of the project, and provides performance feedback on teammembers as requested.

·                 Directs,facilitates and ensures completion of project planning activities, includingthe Work Breakdown Structure,

·                 Identifiesdependencies among project activities and determines critical path;

·                 Facilitatesthe creation of project estimates, timelines and milestones for projectactivities.

·                 Organizesand facilitates planning activities to identify assumptions, constraints andrisks associated with the project;

·                 Participatesin the development of risk management plans to minimize impact of risk factors;

·                 Developsand implements contingency plans;

·                 Tracksproject progress weekly and adjusts project plans as needed;

·                 Verifiesachievement of milestones;

·                 Verifiescompleteness and quality of project deliverables;

·                 Identifieschanges and ensures that change control procedures are followed;

·                 Confirmsthat project procedures are being followed; and

·                  Communicatesstatus to stakeholders and project sponsors.

(c)  Education, Experience andSkills.  This role requires: 

·                 Bachelor'sdegree in Computer Science, Management Information Systems or related fields;

·                 Fiveor more years of progressively responsible project management experience withan emphasis on managing the development of client/server and/or Internetapplications, comprehensive knowledge of procedures and techniques of projectmanagement;

·                 AProject Management Professional (PMP) certification from the Project ManagementInstitute.

·                 Understandingof development methodologies, tools and techniques;

·                 Abilityto obtain and maintain rapport and mutual respect with management, stakeholdersand system users;

·                 Abilityto effectively communicate in English both orally and in writing;

·                 Abilityto exercise sound judgment in analyzing, appraising, evaluating and solvingproblems of a procedural, organizational, administrative and technical nature;

·                 Abilityto exercise a high degree of initiative and resourcefulness in the developmentand completion of work projects;

·                 Abilityto work in a team environment, share information proactively, the ability toorganize facts and findings, and to present such information in clear andlogical form, orally, and through written media such as memoranda, summaries,systems narratives, flowcharts, workflow diagrams and planning documents;

·                 Highdegree of integrity, professionalism, and confidentiality associated withproprietary or other sensitive information; and

·                 Independentresearch to ensure that commitments, time lines and completion dates are metrelative to specific projects or other assigned duties.
