For a phone screen these are some of the things we are looking for in candidate:

Strong/Thorough  Core Java understanding (inheritance, object allocation, collections, generics (for those who have Java 7 in their resume, algorithms) 

Java Design patterns 

Spring, Webservices , XML a plus 

Other J2EE a plus If there is one thing that I would emphasize is very strong understanding of Core Java. 

This includes understanding of objects, how they are allocated/deallocated, types, access modifiers, collections etc...
