9 Required Skills and Experience
Vendor's proposed candidate must meet the following Required Technical Experience, qualifications and requirements of Category 2 Expert IT Business Analysis (WEBS CC 920-98-02) at the Expert (minimum 8 years) experience level for their proposals to receive considerations.
Proposed contractors must be able to show they have proven ability to perform the following activities:
1. BUSINESS ANALYSIS REQUIRED SKILLS
A. Gather Business Requirements Describe your requirements gathering and development process.
B. Customer-centric Requirements Gathering Describe your process for finding and hearing the voice of the customer and understanding user requirements.
C. Elicit Requirements Describe how you select the product champions and stakeholders, establish focus groups, identify use cases, and identify system events and responses.
D. Lead Requirements Validation Describe how you work with customers and technical staff to review and finalize requirements documents, test the requirements, and define and meet acceptance criteria.
E. Modeling Skills Describe how you use modeling tools such as flowcharts, data flow diagrams, entity-relationship diagrams, and Unified Modeling Language (UML) notations.
F. Describe your ability to effectively communicate these models to customers and technical staff.
2. SOFTWARE ANALYSIS REQUIRED SKILLS
A. Analyze and Model Software Requirements Describe your process to analyze and model software requirements specifications.
B. Manage the Software Requirements Specification Describe your process for documenting software requirements specifications, including prioritization and change control.
C. Technology Awareness Describe your ability to work with technical staff to verify, validate, and oversee how requirements are met in technical design, system builds, and testing output.
D. Software Requirements Feasibility Describe your ability to analysis effort, time, and costs for defined requirements.
E. Software Requirements Relevance Describe your experience translating individual requirements to the larger business and/or project goals.
F. Data Analysis Describe your experience identifying legacy business data and how you analyzed whether the legacy data should be migrated to a new system or not.
3. GENERAL REQUIRED SKILLS
A. Listening and Interpersonal Skills Describe how you effectively communicate and resolve conflict to bring customers and IT to consensus.
B. Interviewing and Facilitation Skills Describe your interviewing and workshop facilitation skills and experience.
C. Analytical Skills Describe your ability to move from high-level information to detail requirements and critically evaluate the information gathered from multiple sources to reconcile conflicts, separate user "wants" from underlying true needs, and distinguish solution ideas from requirements.
D. Observational Skills Describe your process to observe users at work to expose new areas for elicitation discussions, verification, and validation.
E. Writing Skills Describe how you develop and maintain the written requirements specifications that incorporate strong command of software requirements engineering language and the ability to communicate in the language of the customer.
F. Organization Skills Describe how you manage your work process to ensure work products are complete and timely.
G. Project Management Describe your understanding of how software requirements development, management, and change control can impact IT project management practices and principles.
H. Functional Analysis Describe how you help technology projects improve their software requirements gathering processes in order to reduce overall costs and provide more efficient use of resources.
4. DESIRED SKILLS (Desirable Technical Experience is desirable but not required.)
A. Candidates with extensive experience developing and maintaining software requirements for medium to large complex systems with mandated deadlines are highly desirable.
