Engagement Description: The Agency requires an experienced business analyst to investigate and perform analysis (research as required, definition development, functional requirements, technical requirements, and testing scenarios) for the following projects: 1. Enhance online data retrievals accessible via the Agency s public website, including the necessary mechanisms for extracting data fr0m source locations and staging it for web-based querying. Define and document new or enhanced user interfaces, Cold Fusion queries and Oracle-stored procedures, Intensive Water Monitoring Schedule, impairments listingsfr0m approved and draft / public notice lists and ensure accurate sourcing for statewaterbody listings and data. 2. Design and develop a method for capturing data recorded in specific strategy documents into an Oracle database, to allow improved internal and public access to this data. Facilitate requirements definition and document design, create technical specifications for new Oracle database tables, define and document data entry/output application, create a means for loading an externally-produced dataset into the Oracle database, and create a means for permit writers to access the data, e.g., database report(s) or WQ-Delta interface screen. 3. Document user, functional, and technical requirements as well as roles, responsibilities, and workflow procedures then develop (Agile) the means for defining, storing, and accessing geospatial delineations of custom project boundaries, i.e., boundaries not conforming to standard GIS data layers such as hydrologic units or counties. Create the GIS tool enabling boundary delineation, define and spec central boundary file repository/database, create a means for managing electronically submitted files (cataloging method and procedure), and create a means of access by staff or external parties to select and obtain copies of files (file access methods) We prefer a candidate with experience working with state agencies, environmental programs (especially water quality), and data. Experience working with large groups of diverse stakeholders is also a high value for this project.
