The scope of work     

     

1.    Identify data to be collected and verified on public recreational boating facilities and services in Washington State                       

Key Element:

 

•     A key element of the project is providing meaningful information to boaters.

 

•     Collected data must consist of a statewide inventory of transient motor boating facilities and services open to the public that primarily support boats 26 feet and larger.

 

•     Data about facilities and services that support smaller boats that is collected incidentally to data collected about boats 26 feet and larger should also be included.

 

•     The data must include GIS-based data appropriate for boaters on the water using hand-held mobile devices.

                 

Deliverables required:

•     A written report and summary table of data identified for collection and verification, including summary on stakeholder and AGENCY staff consultation.             

                 

2.   Identify public service information to provide to the recreational motor boating public                        

Key Element:

 

•     AGENCY recognizes that the public sector is the steward of unique information that could be helpful to boaters on the water. For example, it could be helpful for boaters to have information on boating safety rules, fishing regulations, and current weather and tidal information at their fingertips. It could be especially helpful for boaters to know what boating regulations apply to their current location.

 

•     The final applications developed by AGENCY must make useful public service information available to boaters on the water. The contractor must identify needs for particular public service information and an approach for providing the information to boaters with hand-held mobile devices. The contractor is expected to consult with stakeholders representing the motor boating public to identify needs and to consult with public agencies to assess available public service information. AGENCY will assist in stakeholder and public agency outreach to the extent practicable; for example, AGENCY staff may provide names of key stakeholders or attend meetings                 

Deliverables required:

A written report and summary table of public service information that will be included in the final product, including summary on stakeholder and public agency consultation and the approach for providing the information to boaters on the water.             

                 

3.   Collect and verify data on public recreational boating facilities and services in Washington State

                 

Key Element

•     Another key element of this project is obtaining and providing comprehensive and accurate data. AGENCY is particularly interested in using existing data to the extent possible, such as data available from federal, state and local government agencies as well as from private facility managers, and in standardizing data to a reasonably practicable extent. The contractor must ensure a complete, statewide comprehensive inventory by:

                 

1)   field collecting data not obtained from existing data sets,                       

2)   modifying existing data sets to focus primarily on data that is useful to the boating public,                       

3)   adding new data elements that are useful to boaters on the water, such as aerial maps and/or photos of facilities, and                       

4)  ensuring accuracy of data by field verification and/or other reliable verification processes.                      

Data must be standardized to the extent practicable and WGS84 coordinates must be collected                 

Deliverables required:

The data must be collected in a format that will allow for easy and efficient database development and data management by AGENCY. The contractor is expected to coordinate with AGENCY staff to ensure data can be easily integrated into a database. AGENCY project manager will assist in coordination with AGENCY staff.
