Direct Client: Senior Data Architect @ MN

We have an urgent requirement of Senior Data Architect with one of our direct client in MN.
 
Location: Saint Paul, MN
Duration: 12 Months
 
The Cardiovascular Informatics Program represents an initiative to create an information technology environment that will serve the clinical, research, operational, and educational needs of the cardiovascular division and is in need of a senior level Data Architect to build cardiovascular data marts, a data staging and integration zone, a foundation for decision support tools, and a cardiovascular analytics data warehouse environment.  The contractor will be the primary contributor and designer of the overall cardiovascular data architecture, as well as be responsible for the implementation of the cardiovascular data governance strategies and data quality standards. 
 
Project Summary
 
The main deliverables are described below. They will be delivered iteratively, and, at each milestone the scope, the
dependencies and the details will be confirmed with the main stakeholders of the project:
 
·     Detailed data warehouse strategy: data governance, data quality and implementation roadmap, as conforms to the CV Informatics Program Plan.
·     Data warehouse best practices and help with project management templates.
·     Data warehouse architecture: system architecture, data warehouse conceptual design and ETL architecture.
·     Data marts and data warehouse design and implementation (with the CV Informatics team), meta data tool sets (with the CV Informatics Team), and logical and physical star and/or transactional schemas for the Cardiovascular Division's clinical research, educational, business practice, and clinical practice, that meet the needs of CV faculty, LCRU Administrative Staff, CV Informatics Team, and CV Biostatistics as defined in the CV Informatics Program Plan, pilot projects, and/or the scope as outlined in the milestones.
·     Development of entity and attribute definitions, and meta data management strategy, for the models in conjunction with the CV Informatics team to ensure that conflicts in descriptions are resolved.
·      Development and documentation of data governance process with the CV Informatics team.
·     Development of a strategy to analyze performance statistics, quality improvement, and required tuning activities with the CV Informatics Team, and in conjunction with system, software, and data administrators in the Academic Health Center.
 
Scope of Work
 
The following objectives and milestones must be met within the designated timeframe below:
·     Milestone at 3 months: Documentation on the strategy, risks, dependences, system requirements, technical specifications, and system architecture.
·      Milestone at 3 months: Preliminary requirements analysis and major building blocks in a priority list to be implemented. These will be translated in the preliminary data marts design including: logical and physical data models.
·     Milestone at 3 months: Decide on ETL strategy, design, and resources needed to complete the scope of work outlined in the previous milestone.
·     Milestone at 3 months: Complete a preliminary meta data dictionary schema built off of the Masonic Cancer Center, Duke University and ontology mapping models, and create a simplified database for data entry of data definitions, standards, codes, and ontologies.
·     Milestone at 6 months: Preliminary implementation of the strategy, tools, data stores, applications, interfaces, and processes outlined in the CV Informatics Program Plan – Phase 1. Midpoint fine-tuning of the strategy, the design and of the implementation timeline as agreed with all the above mentioned stakeholders in the project.
·     Milestone at 6 months: Analysis, design, and preliminary implementation of business intelligence (BI) tools, and analytics methods with the CV Informatics team for various projects and overall for the Cardiovascular Division's clinical research, educational, business practice, and clinical practice.
·     Milestone at 10 months: Provide preliminary documentation of the data warehouse environment for training and maintenance activities.
·     Milestone at 10 months: Testing and deployment strategy for the 12 months milestone.
·     Milestone at 12 months: Complete a working, efficient, standardized, scalable, state-of-the-art, and integrated data warehouse environment which complies with the above strategy, risks and dependencies and it is in line with the scope decided at each previous milestone.
