Need Intelligence Management Coordinator/Enterprise Architect @ WA

We have an urgent requirement of Intelligence Management Coordinator/Enterprise Architect with one of our direct client in WA.

 

Location: Olympia, WA

Consultant: Intelligence Management System Coordinator / Enterprise Architect

Period: Nov 15, 2012 - Sept 30, 2015

 

DUTIES

1.Tasks include consulting, designing, programming, installation, quality assurance, troubleshooting and/or technical support for applications, network administration, hardware and software products, databases, database management systems, support products, network infrastructure equipment, software and hardware.

 

2.Consultant to deliver the following products:

·Maintain and enhance the Agency-wide information and intelligence management system architecture

·Project leader for integrating new technologies with existing technologies

·Defines requirements for database management system and support software; develops plan and coordinates implementation of new data base management system software

·Serves as management advisor and technical consultant to enhance and maintain on-going operation of all applications (client/server, web, desktop support, etc.) within assigned area of responsibility

·Assists in negotiating service level agreements for major, mission critical applications or services

·Establishes security policies and standards at the WSFC level; manages agency security plan; defines off-site disaster recovery back-up requirements for user databases and system files

·Directs complex system hardware/software installation projects

·Consultant to executive management in their designated area of specialty

·Consultant may be required to apply advanced technical knowledge and considerable discretion to evaluate and resolve complex tasks such as:

 

·Planning and directing large-scale Information and Intelligence Management System projects

·Conducting system capacity planning

·Designing and maintaining multiple-server systems

·Directing and facilitating the installation of complex systems, hardware, software, application interfaces, or applications

·Developing and implementing quality assurance testing and performance monitoring

·Planning, administering, and coordinating organization-wide information technology training

·Acting as a liaison on the development of applications; representing standards and philosophy at meetings

·Developing security policies and standards

·

SKILLS / EXPERIENCE REQUIRED

 

1.The Consultant Team Member must have three (3) years experience in:

·Working within established policy and standards for law enforcement information and/or criminal/homeland security intelligence sharing computer networks.

·Law enforcement information and/or criminal/homeland security intelligence sharing networks, processes and related rules of operation in Washington State.

·Network administration and operation including desktop support in a government or large private sector environment.

·An understanding of relevant Intelligence Rules 28 CFR Part 23 LEIU Standards for Information and Intelligence Management Systems

·An understanding of the Intelligence Cycle and associated processes

·Ability to research and make recommendations on technology issues to executive staff

·An understanding of homeland security grant funding and regulations

·Familiarity with the Fusion Center processes and Baseline Capabilities for State and Major Urban Area Fusion Centers

·Knowledge of i2/iBase programming and design

·Knowledge of Microsoft Fusion Core Solution Programming and design

·Knowledge of system administration, including Microsoft Exchange, Active Directory and SharePoint systems

 

3.Consultant Team Members proposed for work must be able to obtain a federal Top Secret level security clearance and pass a history background check conducted by WA Agency
