A.Project Scope of Work and Knowledge Transfer A feasibility study must address the following questions:
1.Can the Department's network infrastructure at the institutions support an EMR system, including cabling, bandwidth requirements for additional computers and storage capacity?
2.What are the challenges of integrating an EMR with existing Department systems including, Data Warehouse, CIPS (Correctional Institution Pharmacy System), OMNI Medical Encounters, Digital Radiography, and the Provider One claims adjudication process?
3.Additionally the feasibility study should identify which systems could be replaced by EMR.
4.Which of the following options would best benefit the Department: A.Develop a unique EMR for the Department; B.Obtain and implement a public domain system such as the Veteran's Administration's Vista System, Indian Health Services' Resource and Patient Management System (RPMS), or Military Health System's Composite Health Care System (CHCS); C.Purchase a commercial off-the-shelf system. The solution must be matched to the Department's functional and business requirements.
5.How can the Department manage the significant change effort that is needed to make an EMR successful? Post implementation, an EMR will change the dynamics in the exam room as well as requiring more computer input by ancillary staff to take advantage of systems efficiencies. The change management plan will address the business process changes that will affect providers, administrators, records staff and analysts.
6.Should the Department convert existing records into the new EMR and if conversion is recommended, how will it occur?
Deliverables: 1.Prepare Electronic Medical Record (EMR) functional and business requirements including network infrastructure, review existing applications to determine if they can be integrated or should be replaced, for example OMNI Medical Encounters, and institutional infrastructure (including staffing and current records storage methods). 2.Draft an implementation plan that includes a cost benefit analysis, change management strategy and records conversion strategy. 3.Conduct a process with agency management and staff to determine the preferred option of the three listed in Section B 4(C) above. 4.Prepare a cost projection and identify a phased approach to cost implementation as it relates to EMR components. 5.Develop a bidder's list identifying potential EMR vendors. 6.Prepare a Request for Procurement document utilizing the agency's RFP template. 7.Provide expert level consultation during the evaluation and selection of a successful bidder. 8.Identify the cost to implement and maintain an EMR solution. 9.Identify advanced pharmacy technology e.g. Automated Dispensing, Automated Packaging. 10.Identify EMR options specifically for correctional health care, including mental health care. 11.Propose an Implementation Plan for IT and Health Services that aligns with the Health Services Divisions roadmap. 12.Ensure that the agency adheres
