We have an urgent requirement of Sr. Project Manager with Data communication, IVR Telephony and communication related experience with one of our direct client in MN.
Contract Position: PROJECT MANAGER
A single dedicated project manager to oversee Metro Mobility projects such as Transit Link AVL, MDC data communications, IVR telephony and automated fare collection implementation.
LOCATION: ST. PAUL,MN
DURATION: December 2012 through December 2014
The Project Manager will be responsible for the following:
1. Creates, implements and maintains project artifacts:
a. Project plans
b. Project Schedules
c. Communication Plans for assigned projects across all stakeholders, both within IT and with the customer.
d. Project work plans,
e. Project Quality Plans
f. Project Issues
g. Project Risks
h. Project SharePoint Site
2. Establishes time and cost estimates
3. Ensures projects are deployed within expectations for schedule, quality, and cost.
4. Provide risk management and issue/problem resolution as required.
5. Integrates project plans into a program portfolio
6. Utilizes matrix project resources for all initiatives. Works with Resource Managers to validate and secure project resources, provide performance feedback, and effectively manage resource utilization.
7. Manage multiple key projects with significant scope and complexity
8. Creating a communications process to ensure stakeholders are aware of status, risks, and opportunities
9. Provide ongoing data, reports and/or presentations regarding program status
10. Monitor project progress and maintains regular status communications with appropriate stakeholders.
11. Manage expectations on project delivery through regular assessment of project progress and timely communication of impact to stakeholders.
12. Responsible for all issues resolution within projects.
13. Identifies and manages project risks.
14. Acts as the single point of accountability to IT and Business Partners for assigned projects.
15. Mentors other members of the Project Management team on best practices.
16. Meets with business partners to understand and interpret business needs and priorities. Translates these business concepts into high level requirements as appropriate.
17. Create a project management plan that will provide a detailed map of the various tasks to be accomplished with a proposed timeline for initiation and completion of each task. The plan must assign responsibility an individual to each task that will be accountable and must indicate to what degree coordination may be required between individuals to accomplish each task.
18. Facilitate regular meetings to include all project participants to:
a. assign tasks as necessary
b. provide updates on progress
c. discuss problems and propose solutions
19. Following the Council's procurement policies and procedures, develop RFP's and work with the Council's Contracts and Procurement department to purchase any necessary equipment not already purchased by the Council and MTS to fulfill the project needs, installation services and maintenance support as necessary to complete the project.
20. Facilitate the timely delivery and installation of equipment using third-party vendors and coordinating with MTS dial-a-ride contractors to schedule installations at facilities and in vehicles. These schedules must include adequate testing of all installed equipment including "real world" in service testing as necessary.
21. The Project Manager will develop the IVR parameters in a manner that meets the functionality desired by MTS staff and that maximizes customer benefit and minimize customer confusion.
22. Facilitate installation and testing of necessary software upgrades to the scheduling system by coordinating with Metropolitan Council Information Services and/or Trapeze as necessary.
23. Facilitate instruction of Council and dial-a-ride contractor staff in new or revised software operations and protocols by coordinating with Metropolitan Council Information Services and/or Trapeze/Cubic as necessary.
24. The Project Manager will assure that all necessary equipment is purchased using the Council's established procurement procedures and will coordinate the installation of Wi-Fi equipment at garage locations that do not currently have this equipment. This includes working with and coordinating equipment purchases with the Metropolitan Council IT staff.
25. The Project Manager lead the Cubic roll-out efforts and will coordinate with Metro Transit fare collection staff and MTS staff dissemination of critical information to customers regarding how to purchase and use the Go-To fare media.
26. Facilitate final system rollout emphasizing a turnkey approach to project completion to avoid major disruptions in service delivery. Project Manager must consider the risk associated with implementation and manage accordingly so as to avoid any disruption to service. Rollout should incorporate a fallback provision in the event of full or partial system failure.
27. Facilitate installation and test of necessary software upgrades to the scheduling system by coordinating with Metropolitan Council Information Services and/or Cubic as necessary.
28. Facilitate instruction of council and provider staff in new or revised software operations and protocols by coordinating with Metropolitan Council Information Services and/or Trapeze as necessary.
29. Assist Metro Mobility staff in coordinating information dissemination to dial-aride customers regarding the Go-To fare system.
30. Coordinate training between Trapeze training staff and contractor garage staff.
31. Provide a final report on system integration into the Metro Mobility and Transit Link dial-a-ride service models that highlights any areas of concern and that provides suggestions for critical upgrades and system maintenance.
32. Coordinate project management activities with the IT Project Management Office (PMO)
33. Implement project planning, execution, communication and reporting standards as outlined in the PMO Manual of Practice
34. Manage additional projects assigned by the (PMO) project management office in order to ensure the full-time utilization of the project manager's engagement with the Council.
The Metropolitan Council's SharePoint system may be used to assist in managing, reporting, and auditing the project.
