Engagement Description: The Minnesota Department of Commerce is seeking a Sr. Business Analyst to assist the department with the development of a complex web application and database for the Minnesota Health Insurance Exchange (MNHIX).

 

The Sr. Business Analyst will assist the Enrollment work in the following activities:

 

(1) Lead business functional analysis and assist subject matter experts in the development of business requirements and navigational work flows

(2) Develop use cases (as needed) and functional specifications and coordinate the capture of process flow models and ensure overarching business architecture is integrated across all system functions

(3) Primary contact for all business requirements related to Individual Enrollment functionality

(4) Assisting the Business Owner, Business PM, HIX Technology Leadership in identifying data dependencies, issue management and risk mitigation analysis

(5) Primary contact with Business Owner for meeting milestone deliverables and

(6) Ensure all changes meet state and federal standards. Demonstrated knowledge is required in one or more of the following areas: Individual Insurance Plan enrollment across multiple providers/ Renewals, disenrollment, terminations and changes to enrollment processes; and/or Communication of changes in the enrollment processes to applicable / authorized parties.
